Second Sunrise was banned in modern on February 3, 2015. Stanislav Cifka's Eggs deck was never truly broken, but boy was it a bore. Source: https://magic.wizards.com/en/news/arcana/brief-history-modern-banned-list-2015-02-03

Second Sunrise was banned in modern on April 22, 2013. The DCI considered which card to ban to deal with this issue. We decided to try and do the narrowest possible ban: one that would reduce the chance of such long turns without banning a card used in other decks. That is why Second Sunrise is banned in Modern.
